Government Notifies PROG Rules 2026: A New Era for India’s Online Gaming Ecosystem

The Ministry of Electronics and Information Technology (MeitY) has officially unveiled the Promotion and Regulation of Online Gaming (PROG) Rules, 2026. Scheduled to take effect on May 1, 2026, these rules provide the operational framework for the landmark PROG Act of 2025, aimed at transforming India into a global gaming hub while strictly curbing the risks associated with predatory money-based platforms.

The Online Gaming Authority of India

At the heart of the new regulations is the establishment of the Online Gaming Authority of India. Operating as a digital-first regulatory body under MeitY, the Authority will be chaired by the Additional Secretary of MeitY and include representatives from the Home, Finance, and Sports ministries. This unified regulator is tasked with maintaining a registry of prohibited money games, investigating complaints, and coordinating with financial institutions to block illicit transactions.

Categorization and “Determination Test”

The Rules introduce a rigorous “determination test” to distinguish between permissible e-sports or social games and prohibited “online money games.” The Authority will evaluate platforms based on:

  • The presence of entry fees or stakes.

  • Expectations of monetary winnings or rewards.

  • Revenue models and the redemption of in-game assets for real-world value.

Decisions on a game’s status are expected within a 90-day window, providing much-needed regulatory certainty for developers and investors.

Safety and Registration Mandates

Registration is now mandatory for all e-sports and specific categories of social games identified by the government. Successful applicants will receive a digital Certificate of Registration valid for up to 10 years. To protect vulnerable users and children, the Rules mandate the integration of “user safety features,” including:

  • Mandatory age-gating and parental controls.

  • Time restrictions to prevent addiction.

  • Fair-play monitoring and accessible counseling support.

Accountability and Redressal

The framework introduces a robust two-tier grievance system. Users can first appeal to the service provider; if unsatisfied, they can escalate the matter to the Authority. A final statutory right of appeal lies with the Secretary, MeitY. Furthermore, the Rules empower the Authority to impose civil penalties for non-compliance, ensuring that the industry adheres to high standards of transparency and integrity.

By balancing innovation with stringent consumer protection, the PROG Rules 2026 signal the government’s commitment to fostering a safe, sustainable, and economically vibrant digital gaming sector in India.
