Government Reverses Decision on Mandatory Pre-installed Identity Apps Following Industry Pushback

In a significant policy shift, the Indian government has reportedly withdrawn a controversial mandate that would have required smartphone manufacturers to pre-install a dedicated digital identity application on all mobile devices sold within the country. The decision follows intense deliberations and pushback from major global technology players, including Apple and Samsung.

The initial proposal aimed to streamline access to digital government services by ensuring the national identity framework was deeply integrated into the mobile ecosystem from the point of purchase. However, industry giants raised several concerns regarding the directive, primarily focusing on hardware security, user privacy, and the potential impact on device performance. Apple, known for its closed ecosystem and stringent security protocols, reportedly argued that such a mandate could compromise its proprietary software architecture.

Tech manufacturers and industry bodies also highlighted the logistical challenges of implementing region-specific software requirements. They cautioned that mandatory pre-installations could lead to “bloatware” concerns and potentially delay the rollout of new global models in the Indian market. Following several rounds of high-level consultations between the Ministry of Electronics and Information Technology (MeitY) and tech representatives, the government opted to make the integration voluntary rather than a hardware requirement.

While the mandate has been dropped, the government remains committed to its broader “Digital India” vision. Officials indicated that while the app will no longer be a mandatory factory-installed feature, the focus will shift toward encouraging users to download official secure applications through standard app stores. This compromise is seen as a win for both the tech industry and privacy advocates, maintaining the flexibility of the mobile market while continuing the push for nationwide digital literacy and service accessibility.
