From Coders to Classrooms: Rajasthan CM Launches AI-ML Policy and National AI Literacy Program

In a landmark move to democratize high-end technology, Rajasthan Chief Minister Bhajan Lal Sharma inaugurated the Rajasthan Regional AI Impact Conference 2026 at JECC, Jaipur. The event saw the historic launch of the Rajasthan AI-ML Policy 2026 and the National AI Literacy Program, signaling a shift where AI education will move beyond expert coders to reach school children and the general public.

A Tech Milestone: Holographic MOU Signing

Setting a new precedent in government events, the conference utilized 98-inch holographic projection technology to broadcast a live MOU signing ceremony held at Yojana Bhawan. Developed by Rajat Jain, founder of the iStart-registered startup Cullens, this tech allowed the audience at JECC to experience the signing of agreements with Google, IIT Delhi, and NLU Jodhpur in a lifelike 3D format—a feat previously seen only at international platforms like the G-20.

Key Pillars of the Rajasthan AI-ML Policy 2026

The new policy aims to transform Rajasthan into a premier IT-ITeS hub while ensuring that AI integration remains ethical and citizen-centric.

  • Ethical & Transparent Governance: The policy mandates that AI systems be unbiased, accountable, and privacy-protected. It introduces “AI Noal Officers” across departments to identify automation opportunities.

  • Cybersecurity Focus: Specific provisions have been made for reporting and resolving AI-linked cybercrimes.

  • Infrastructure & Innovation: The state will establish an AI Center of Excellence and provide dedicated AI Cloud services and secure data testing platforms.

  • Support for MSMEs & Startups: Top-up incentives will be provided to startups and research institutes to encourage AI adoption under the RIPS and MSME policies.

National AI Literacy: “AI For All”

The National AI Literacy Program was launched to bridge the digital divide.

  • The “AI For All” Initiative: The first phase includes a simplified four-hour course designed for students and youth. It focuses on practical applications of AI in planning, creativity, and daily life.

  • iStart LMS: A new Learning Management System (LMS) was introduced to boost digital skilling and entrepreneurship among students.

  • Specialized Portals: The CM launched the Rajasthan AI Portal and the AVGC-XR Portal to support talent in Animation, Visual Effects, Gaming, and Extended Reality.

Global Partnerships for Local Growth

The MoUs signed during the summit bring global expertise to Rajasthan’s doorstep:

  1. Google: Will collaborate on AI-ML pilot projects in healthcare, agriculture, and transport, while sharing global best practices in Cloud implementation.

  2. IIT Delhi: Will partner with the state for the AI Center of Excellence, leading research, hackathons, and startup mentoring.

  3. NLU Jodhpur: Will focus on the legal and ethical framework of AI, training government officials and professionals on responsible AI usage.

Chief Minister Sharma concluded by stating that effective technology use is the foundation for empowering citizens, and Rajasthan is now on the fast track to becoming a global leader in innovation and good governance.
