US Congress limits use of ChatGPT

The United States has implemented restrictions on the use of generative AI-powered chatbots in professional settings.

The US House has established a set of regulations that outline the guidelines for congressional offices when utilizing the popular AI chatbot, ChatGPT, developed by OpenAI with support from Microsoft.

In a communication to House staff members, Catherine L. Szpindor, the chief administrative officer, stated that offices can only utilize the ChatGPT Plus version of the product, as authorized by the regulations.

The US House has introduced a set of regulations specifying the guidelines for congressional offices when utilizing ChatGPT, a popular AI chatbot developed by OpenAI with support from Microsoft.

In a communication to House staff, Catherine L. Szpindor, the chief administrative officer, stated that offices are only permitted to use the ChatGPT Plus version, which can be accessed through a subscription costing $20 per month. This version includes essential privacy features to safeguard House data.

The regulations outline certain restrictions on the usage of ChatGPT. House offices are not allowed to integrate it into their regular workflow. Furthermore, staff members are prohibited from using ChatGPT with sensitive data that has not been made public. Privacy settings must be enabled from the “Settings” menu of the product to ensure that history and interactions are not stored or incorporated into the larger language model. These settings are disabled by default.

The notice clarifies that ChatGPT can be used solely for research and evaluation purposes. House offices are encouraged to experiment with the tool to explore its potential benefits for congressional operations.

These developments occur shortly after Senate Majority Leader Chuck Schumer called for new legislation to regulate the AI industry. Schumer emphasized the importance of encouraging innovation while ensuring safety and preventing the stifling of AI development.
