Prime Minister Modi Urges Stakeholders to Drive “Reform Express” Toward Grassroots Excellence

Prime Minister Narendra Modi today declared that India has firmly boarded the “Reform Express,” transitioning from a decade of structural policy-making to a critical phase of “delivery excellence.” Addressing the post-budget webinar titled “Technology, Reforms, and Finance for Viksit Bharat,” the Prime Minister emphasized that the success of government reforms must be measured by their tangible impact on the lives of ordinary citizens rather than mere policy announcements.

The Shift from Intent to Impact

Highlighting the government’s shift toward technology-led governance, PM Modi called for the extensive adoption of Artificial Intelligence (AI), blockchain, and data analytics. He stated that these tools are essential to ensuring transparency, speed, and accountability in public service. “Our focus must now transcend policy intent to achieve delivery excellence,” the Prime Minister remarked, noting that institutional simplification and the “Ease of Doing Business” have already laid a resilient foundation for the economy.

A Decade of Infrastructure and Capital Growth

The Prime Minister drew a stark comparison between the fiscal landscape of 2015 and today. He pointed out that while public capital expenditure (Capex) stood at a modest ₹2 lakh crore eleven years ago, it has now surged to over ₹12 lakh crore in the Union Budget 2026-27. This massive investment in highways, railways, ports, and digital networks is a “deliberate strategic choice” to create long-term productive assets that will serve the nation for decades.

A Call for a “Reform Partnership Charter”

In a move to synchronize national efforts, PM Modi proposed the creation of a Reform Partnership Charter. This collaborative framework would bring together the government, private industry, financial institutions, and academia to ensure that budget allocations translate into ground-level achievements. He urged the private sector to move forward with “new energy,” leveraging the government’s infrastructure push to drive innovation and global competitiveness.

Looking Toward 2047

Reiterating that the national budget is a long-term policy roadmap rather than a short-term financial document, the Prime Minister concluded that every reform is a step toward the “Viksit Bharat” (Developed India) vision of 2047. He challenged stakeholders to move beyond brainstorming and focus on immediate, effective implementation to ensure the benefits of the “Reform Express” reach the very last mile.
