Pradhan Mantri Kaushal Kendras (PMKK) To Be Launched In Assam

Initiative to set up skill development centres in Mangaldoi and Udalguri district under Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

To fast track skill development initiatives in North East, Ministry of Skill Development and Entrepreneurship (MSDE) announced to set skill-indiaup two new skill centres under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in Assam. In a meeting between Shri Rajiv Pratap Rudy, Minister of State for Skill Development and Entrepreneurship (Independent Charge) and Shri Ramen Deka, Hon’ble Member of Parliament, from Mangaldoi, it was decided that MSDE will ensure two Pradhan Mantri Kaushal Kendras (PMKK) in Mangaldoi and Udalguri district of the State, to further enhance skill development initiatives for the youth there.

Making the announcement, Shri Rajiv Pratap Rudy said, “North East has been a prime focus in the overall development plan for the country especially from the skill development perspective. As part of the larger plans, MSDE has planned to set up skill development centres in all clusters of Assam(as defined in the Pradhan Mantri Kaushal Vikas Kendra guidelines )and in all districts of the other north-eastern States to increase skill development of the younger generation.”

Shri Ramen Deka, MP, from Mangaldoi, said, “There is a dire need to promote skill development in regions in Assam which would eventually result into giving a boost to the industries here and also a better economy along with opportunities for all. The Kaushal Kendras in Assam under Pradhan Mantri Kaushal Vikas Yojana will ensure skill development of National standards for the youth of the State and will also give direction to them in a career they wish to opt for.”

Recently the Ministry of Skill Development and Entrepreneurship has received an approval on an outlay of 12,000 crore from the Cabinet on Pradhan Mantri Kaushal Vikas Yojana 2016-2020, which aims at skilling one crore people over next four years (April 2016 to March 2020).

National Skill Development Corporation (NSDC) the implementing agency of PMKVY, through its skill ecosystem will ensure that the courses run in these centres are all aligned to the National Skill Qualification Framework (NSQF) which is a competency based framework that organises all qualifications according to a series of levels of knowledge, skills and aptitude. NSDC will ensure quality training and managements of the structured skill development programme. Under PMKVY in Assam we have 82 training providers, 324 training centres in which 33211 candidates have enrolled and 33181 have been trained

MSDE has also asked the Labour & Employment Department of Assam to allocate unutilized ITI/KVKs to NSQF compliant training providers (including NSDC training providers). There is additional focus on skill development for insurgents who have surrendered in order to get them back into mainstream.

There are also plans to skill tea garden workers under Recognition of Prior Learning for which the details of the tea workers/centres are being shared by Labour & Employment Department of Assam. In addition to these ongoing efforts, the Ministry of Development of North Eastern Region also has a capacity building scheme and has kept MSDE-NSDC involved in the same.
