The Ministry of Information and Broadcasting has introduced a comprehensive set of accessibility guidelines aimed at making Over-the-Top (OTT) streaming platforms more inclusive for hearing and visually impaired users. This landmark initiative is designed to ensure that digital entertainment is accessible to all citizens, aligning with the government’s broader “Sugamya Bharat Abhiyan” (Accessible India Campaign).
Key Features for Visual and Hearing Support
The new framework mandates that OTT broadcasters incorporate specific features to assist users with disabilities. For the visually impaired, platforms are encouraged to provide Audio Descriptions, which offer a verbal narration of visual elements on screen during gaps in dialogue. For those with hearing impairments, the guidelines emphasize the inclusion of Closed Captioning and Subtitles, as well as the integration of Indian Sign Language (ISL) for key content. These tools are intended to provide a seamless and dignified viewing experience for millions of users who previously faced barriers in accessing digital media.
Implementation and Technical Standards
The guidelines provide a roadmap for platforms to upgrade their technical infrastructure. This includes making the user interface (UI) and navigation menus compatible with screen readers and ensuring that high-contrast modes are available for those with low vision. While the initial phase focuses on voluntary adoption and best practices, the Ministry has indicated that these standards will eventually become a core requirement for certification and compliance under the existing IT Rules.
